Assessing the Reliability of Performance Data

In today’s public sector environment, performance-based measurement and management is essential. Performance measurement and management systems often fail in government because key stakeholders lack confidence in the data reported. If financial managers or auditors test data for reliability, public officials feel more confident in basing their decisions on the results and citizens become more confident that public performance reports are meaningful and accurate.

This session will briefly provide fundamental information on what performance measures are and how they are used in a performance management system. The session will then cover methods for testing performance data reliability along with case examples for conducting these tests drawn from best practice governments. Attendees will learn about a proven 15-step measure certification methodology used successfully by governments to test performance data reliability. Attendees will also learn how training program managers in a performance measures self-assessment process can rapidly spread improved data reliability throughout the organization. Key data reliability assurance steps include assessing controls, examining performance measure definitions, and testing summary and source documents.    

The instructor is Stuart S. Grifel, CIA, CGAP, CFE, CIGA. Mr. Grifel was a Performance Audit Supervisor for Broward County, Florida, and an Audit Supervisor and Corporate Internal Auditor for the City of Austin, Texas, where one of his key responsibilities was certifying the reliability of Austin departments’ performance measures. Mr. Grifel has over 25 years experience in government performance measurement, operations review, performance auditing, and productivity improvement.

Learning Objectives: Understand how to: 1) Develop a program to clearly define objectives, scope, and methods for performing reviews related to assessing the reliability of performance data; 2) Certify the reliability of an organization’s performance measures utilizing a proven 15-step methodology; and 3) Rapidly improve data reliability throughout the government by training program managers in performance measures self-assessment.
